Since Prime Minister Datuk Seri Anwar Ibrahim unveiled the 10-year blueprint for Malaysia’s education development yesterday, the most talked about point is 6 year olds going into Standard 1.
For as long as any of us can remember, it has always been 7 years old.
But come next year, kids who are 5+ (turning 6 within the school year) will have the option of embarking on their primary school journey a year earlier than normal.
Naturally, parents, non-parents, future parents, old parents, young parents, catparents, dogparents descended on social media with their take.
Stepping in to allay fears and quash misinformation, Education Minister Fadhlina Sidek posted on Facebook a series of frequently asked questions (FAQ) regarding the enrollment of six-year-olds into Standard 1.
“This initiative is not new. It has been implemented in many countries to enable youth to join the workforce at a much younger age while dealing with the issue of an aging nation.
“However, this initiative will not be rushed. The ministry is giving parents the choice to enroll their children who are prepared to follow elementary education earlier,” Fadhlina said.
She added that the readiness of the children refers to the results of a diagnostic screening.
1. Is the enrollment of students aged six into Standard One mandatory?
MOE says no it is not mandatory. It stated that the enrollment into Standard One at age 7 will remain as the usual path, and that a majority of students will take this route.
The ministry clarified that enrollment into Standard 1 at six years old is optional, and would depend on the readiness of the child as well as the parents’ decision.
2. Who is considered ready for early enrollment into Standard One?
According to the FAQ, the readiness refers to children who have completed pre-school at age four, and has passed the diagnostic screening set by MOE.
The screening is aimed at assessing the level of learning and adaptability of the children towards formal education.
3. How will the decision for early enrollment be made?
MOE said the decision to allow early enrollment into Standard 1 will be made through a combination of the ministry’s diagnostic screening and the parents’ decision.
Early entry does not happen automatically and is not done arbitrarily.
4. Can parents change their mind about enrolling their child into Standard One at six years old?
As soon as a child has been accepted into Standard One at the age of six, they will have to complete the school year in line with the existing school structure.
Throughout this period, the child’s development will be monitored and suitable educational support will be provided to assist the student in adjusting.
5. Will early enrollment be implemented at private schools?
According to MOE, beginning from 2027, there will be no restrictions on private education institutions to implement the enrollment of six-year-old students.
However, private schools will still have to adhere to methods and guidelines set by the education ministry.
6. Will foundational learning be affected?
The ministry stated that foundational studies will not be affected, as it has prepared the 2027 Schooling Curriculum to ensure that basic literacy, numerations, and study skills of students are not affected, while studies will be adjusted to students’ level of cognition.
It also said that the curriculum ensures all students, including those who enter Standard One at age six, are able to master basic skills before progressing to the next level of education.
7. How is MOE’s preparedness in terms of infrastructure and educators?
For the implementation of student admissions for the year 2027, the ministry will prepare additional classrooms in stages through the Industrial Building System (IBS) method. It will also monitor infrastructural needs based on applications and actual needs.
MOE will also provide trained educators through the Bachelor of Education Degree Program (PISMP), Postgraduate Diploma Program in Education (PDPP), and appointment of teachers by Contract of Service (COS).
The plans for this, according to the ministry, will be executed in phases and will not be rushed.
8. Will students who enroll in Standard One at age six spend two years in Standard One?
No, according to MOE, students will go through six years of primary school followed by five years of secondary school, in line with the existing education structure.
There will be no addition to school years at the primary school level.
9. Will early admission alter the school period of a student?
MOE says no, whether a student enters Standard one at age six or seven, all students will go through six years of primary school and five years of secondary school.
The education structure is not shortened or altered, and only the age of Standard One admissions is changed.
10. Briefly, what else do parents need to know?
MOE reminds parents that:
- Age seven remains as the regular age to enroll in Standard One.
- Admission to Standard One at age six is a choice, and not mandatory.
- Early admission is done through a readiness screening.
- There are no school years added at the primary school level.
- Welfare, development, and readiness of students are always prioritised.
